               Johan P. Snapper is Queen Beatrix Professor of Netherlandic Studies at the University of California at Berkeley (zip 94720). He is editor of, among other works, (according to former URL www.amazon.ca/exec/obidos/search-handle-url/index=books-ca&field-author=Johan%20P.%20Snapper/ref=sr_sp_dp_1_2/701-0204568-2448368) The Berkeley Conference on Dutch Linguistics 1997: The Dutch Language at the Millennium. He was in Europe in summer 2005.

               Snapper is simultaneously an officer of the state government of California (professor at a state university) and of the Netherlands (honorary consul, a job which usually [although not necessarily in the case of Snapper] requires some, occasional work).

               We do not know if there is an actual conflict of interest.

               As to whether it is illegal for Snapper to hold the two offices simultaneously (regardless of whether there is an actual conflict of interest), we guess that the answer might depend on laws (California, American federal, or Dutch law; or University regulations) and facts (for example: whether he has an endowed professorship, and if so, who paid for it; the value of any fringe benefits he receives as an honorary consul; and the duties and work involved in his two positions).

               This discussion involves an academic, scholarly setting. A consul (even one with only occasional work, whose chief compensation may be a diplomatic passport and a diplomatic license plate) should present his country in the best possible light (and certainly should try to avoid saying or writing anything that might harm it) but a professor and scholar must be candid. We don't know exactly what Snapper's consular and professorial-scholarly work entail, so we don't know if there is ever an actual conflict between his professorial-scholarly duty to be candid (with his students and the readers of his scholarly papers, for example) and his consular duty to try to help the Netherlands.
