Some of the DoS web site concerns passport reewal for people in Germany. In 2021, there were flaws.
We shall here discuss information that DoS requires through the web for answer 19 on the DS-82 form, a form used to renew a passport.
To get a passport renewed in Germany, we were told by DoS that we must fill out, through the web, a form used by a computer to create a completed DS-82 application form. One gets to that form (the form used by a computer to create a completed DS-82 application form) by going to
https://pptform.state.gov/PassportWizardMain.aspx?AspxAutoDetectCookieSupport=1
and then clicking the left "submit" button.
That form requires (on 5 October 2021) the applicant to provide name and American address of an emergency contact person: a person in America to contact if the applicant has an emergency. The web form requires that the address of the contact person include an American state or territory. On 5 October 2021, the computer requires an American state or territory. Some Americans live outside America. The applicant should be allowed to choose a contact person who is in the country in which the applicant lives. A contact person in America might be unable to quickly help the applicant during an emergency.
If an American citizen wants to walk into a U.S. consulate in Germany without an appointment, to hand a passport renewal application to a consular official in person, may he do so? On 16 November 2021, there are two, incompatible answers on the web.

The words "... no walk-in service for United States citizens who require a service related to passports ..." are clear. One needs an appointment.

There are envelope sizes. There is no such thing as "an C4 or C5 sized envelope."

In November 2021 in travel.state.gov, there was a web page for people who had applied to renew a passport. It gave a phone number.
"U.S. Passport Application Status Your Application Status ... "Need Help? Status Checks 1-877-487-2778"
On 29 November 2021, that telephone number was not accessible from Ger,amy. It didn't work when called from Germany. We are not the only ones who experienced this.

One kind of error is omission. Another kind of error is affirmative falsehood. There is more of the second kind, affirmative falsehood, described above than there is in any non-DoS web site of the USA, federal government, as far as we know.
