  3. Preempt (pre-empt)

    The word "preempt" usually is wrongly used in military discussions. Preempt does not mean prevent or destroy. Preempt means take, seize, or appropriate. For example, if a guerrilla force attacks an enemy's supply depot to capture weapons, that is a preemptive attack. For another example, if a military force attacks a prison to extract some prisoners of war, that would be a preemptive attack. If a country attacks another country to take its territory, that would be a preemptive attack altough it would probably be described as an aggressive attack or aggression. If an air force attacks in such a way as to quickly destroy the enemy's ability to retaliate or even defend itself, that would not be a preemptive attack. Ordinarily, a devastating, first strike is not preemptive.

    When "preempt" is used in a military discussion, "prevent" usually is meant. When "preempt" is meant in a military discussion, some other word usually is used. If you don't know the difference between "preempt" and "prevent", you probably mean "prevent".

  4. ARNG: ARMY NATIONAL GUARD

    DHS (Department of Homeland Security) wrongly recommends use of the ARNG (Army National Guard) as an antiterrorist measure. Many elected officials have activated (called up) the ARNG to prevent, and defend against, possible terrorist attacks.

    In America, terrorists are not bands of armed men who periodically descend from their mountain hideouts to attack airports, subway stations, or other targets. For example, we do not need rifle-bearing ARNG soldiers at airports to help airport police defend airports from marauding gangs of terrorists, because such soldiers are ineffectual in light of the way terrorists operate in America. ARNG soldiers are worthless against truck bombers, mail bombers, and anthrax mailers. Exactly as many hijacked planes would have hit their targets on 11 September 2001 if there had been thousands of ARNG soldiers at Boston's Logan airport, the WTC, and the Pentagon. ARNG has not, after 1900, made a contribution to preventing, or defending against, terrorist attacks in America. For example, ARNG has not, after 1900, killed or arrested a terrorist in America. It is a waste of money and a sign of incompetence to involve the ARNG in America's counterterrorist work (except to help civilian government agencies provide humanitarian relief after terrorists attack). It is sometimes claimed that the sight of ARNG soldiers makes ignorant, gulllible people feel safer; however, it is unethical (and illegal?) for government officials to trick the public into thinking it is safer than it really is. Moreover, the money wasted on the ARNG's antiterrorist work could instead be used to fight terrorism.

    UNLOADED GUNS
    ARNG soldiers in Kuwait in March 2003 worked with unloaded guns (in other words, guns with no bullets in them). ARNG soldiers at nuclear power plants and civilian airports in Pennsylvania in 2001 and 2002 worked with unloaded guns (while Tom Ridge was governor, I think). ARNG soldiers patrolling the American-Canadian border in 2001 (and 2002?) worked with unloaded guns. ARNG soldiers working at New York airports in 2001 and 2002 carried unloaded rifles. ARNG soldiers at Florida airports in 2001 and 2002 had M16 rifles with no bullet in the firing chamber. In many states (for example, Hawaii), officials refused to say whether ARNG soldiers in airports had loaded guns in 2001 and 2002. Incidentally, federal law does not allow Guard soldiers to be used for federal policing. If a Guard unit is activated by the president (to defend civilian airports, for example), soldiers in that unit have no right to arrest.     NOT READY FOR COMBAT
    The management of DoD (Department of Defense) has long wanted to abolish the National Guard by merging it into the Reserves, because the Guard is chronically, severely unfit for combat. For strictly political reasons (for example, Guard members vote), Congress refuses to abolish the Guard. Farmers who raise crops have no income in the winter. Those farmers like part-time jobs with the Guard, as do other people. The GAO reported about the ARNG's combat readiness problems in:
    General Accounting Office, "Army National Guard: Enhanced Brigade Readiness Improved but Personnel and Workload are Problems", June 2000, GAO/NSIAD-00-114 Army National Guard.
    The GAO not only writes that ARNG combat brigades have severe combat-readiness problems (according to Army combat-readiness evaluations) but that, because the Army evaluation system is too subjective, the Army does not fully realize the ARNG's lack of readiness. In other words, GAO thinks that ARNG is even less ready for combat than the Army thinks ARNG is.
    Furthermore, in the opinion of Army experts at Dugway, ARNG will not be able to respond adequately to a biological or chemical attack by terrorists. Paul Sperry of WorldNetDaily.com, 14 February 2003, "Biological War-Fear: Guard said not ready for bioterror attack: Civil support teams ill-equipped to handle emergency, trainers say".

    It is cruel to send soldiers into combat before they are ready for combat. If one sincerely wants a military unit which is ready for ground combat (at an airport, perhaps), one should carefully investigate before deploy an ARNG unit.

    Just because an ARNG unit is not ready for ground combat, does not prove that it is ready for fighting terrorists.

    ARNG soldiers are not police. If a government official wants more police somewhere temporarily, he should consider overtime for police already assigned to work there, part-time auxiliary police who are temporarily available to work full-time (the police analogue of reserve soldiers), state police, or state highway patrol officers. Except for military police, soldiers and police do fundamentally different work, with different training and duties. It shows ignorance of police work to deploy semi-professional soldiers as assistant cops.

    FUTURE TITLE 32
    We think that, in the future, the federal government may pay for anti-terrorist work of ARNG units called up by a governor (pursuant to Title 32). Thus, using the ARNG for anti-terrorist work may become cheap for state governments, we think.

    AFNG: AIR FORCE NATIONAL GUARD

    ARNG is not AFNG. Here we discuss ARNG because DHS recommends use of ARNG.

    CONCLUSION
    It is wasteful and a sign of incompetence to use ARNG to try to prevent, or defend against, terrorist attacks (except to help civilian agencies provide humanitarian relief after terrorist attacks). ARNG is a welfare, make-work program which Congress protects from DoD's management. ARNG survives because its soldiers need their pay, not because the U.S. needs ARNG. DHS is wrong to recommend antiterrorist use of ARNG.

      In a 16 October 2003 memo, U.S. Defense Secretary Rumsfeld was rightly pessimistic about America's global work against terrorism. For example, he wrote, "Today, we lack metrics to know if we are winning or losing the global war on terror." (Does the Defense Department now have metrics to know if we are winning or losing the war on terrorism? It's hard to win if you can't measure well how much things are changing.) Weeks after Rumsfeld was pessimistic, L. Paul Bremer, at former URL www.tallahassee.com/mld/democrat/7239506.htm, endorsed a CIA report, disclosed to the public on 12 November 2003 by the Philadelphia Inquirer, which is pessimistic about America's work (including America's anti-terrorist work) in Iraq.

      In Rumsfeld's pessimistic memo linked to above, he wrote, "The cost-benefit ratio is against us! Our cost is billions against the terrorists' costs of millions." A cost-benefit ratio is the ratio of costs to benefits. Al Qaida's cost compared to our cost is a cost-cost ratio. I think that Rumsfeld meant that the ratio, of terrorists' costs to American costs (a cost-cost ratio) is bad for America.

      On 24 December 2005 in Mosul, Iraq, defense secretary Rumsfeld said to American soldiers, "You and our country will prevail.".

      Therefore according to Rumsfeld: we do not know if we are winning or losing the global "war" on terrorism, the cost-cost ratio (ratio of our costs to the terrorists' costs) is against us, but we will prevail in Iraq.
